This is a Palmetto State PA-15, although the box says M4 Classic Rifle. The photos show details better than I can describe them.
It is new, unfired. It comes in the original packaging, and includes the standard accessory pack (Magpul mag, manual, etc.) that is unopened.
It's $400 flat. This saves money off the list price, and there is no shipping, tax, or transfer fee.
You must be legally able to purchase firearms, and have Florida ID.
I'm located in St Augustine. I can meet up at either the Barnes and Noble parking lot (312 at US1), or the Lowe's parking lot (312 near US1).
